A special meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, December 13, 2005 at 4:00 p.m. at the clubhouse. The purpose of the meeting was to discuss various issues regarding the constable patrol services. 

ATTENDANCE

Directors in attendance were Sue Dean Smith, Dave Ellis, Richard Erbert, Alan Blair and Linda Moore. Also in attendance were Dolores Sue representing Planned Community Management, Inc. (PCMI) and Captain Mike Coleman and Chief Leroy Michna representing Harris County Constables Office Precinct 5.

MINUTES

A quorum being established, the meeting was called to order at 4:00 a.m.

The Board explained that several residents have expressed concern that the deputies are not being visible in the neighborhood. Chief Michna apologized and stated that it had been reported to him that deputies were completing their reports at the convenience store and at the volunteer fire department office and that he has addressed this issue with them. He said that we can expect to see more of them in the immediate future.

The Board passed on several residents’ concerns regarding the school and people speeding.  Chief Michna will have the deputies step up visibility during heavy traffic times and will have them especially monitor Bucktrout, Hoyt and Wetherburn/Crutchfield.

Chief Michna explained to the Board there is a new law in place which allows the Association to petition Commissioner’s Court to lower the subdivision speed limit to 25 miles per hour and recommended that the Board considers doing this. Captain Coleman will call the security liaison and give her the details on how to accomplish this task should the Board decide to proceed. They will also arrange for a mobile radar unit to be temporarily located in our subdivision so that we can get some factual data on current speeds.

It has also been reported to the Board that not all drivers are stopping when a school bus is stopped with its red flashers on. It was explained that if someone is caught going around a school bus under these conditions the first offense is a fine of $580 and the second offense means jail time. These situations are not taken lightly and will be strictly enforced. It should be noted that this law only applies when the bus has its red flashers on. At other times drivers should NOT stop as this just causes unnecessary traffic congestion.

There being no further business to come before the Board, the meeting was adjourned at 4:50 p.m.
