MINUTES OF MEETING OF MEMBERS OF WILLIAMSBURG SETTLEMENT MAINTENANCE ASSOCIATION, INC.
OCTOBER 16, 2007
A meeting of the Board of Directors of the Williamsburg Settlement Maintenance Association, Inc. was held on Tuesday, October 16, 2007 at 5:30 p.m. at the Williamsburg Settlement clubhouse, 1602 Hoyt, Katy, Texas 77449.  

ATTENDANCE

Directors in attendance were Don McClelland, Dave Ellis, Patrick Sammon, Linda Moore and Sue Dean Smith. Also in attendance, representing Planned Community Management, Inc. (PCMI), was Dolores Sue.

A quorum being established, the meeting was called to order at 5:32 p.m.

HOMEOWNER CONCERNS

There were no residents present. 

MINUTES

The Board reviewed the minutes of the September 18, 2007 meeting. There was a motion to accept the minutes as amended, seconded and unanimously approved. The amendment was Patrick Sammons, correction to Patrick Sammon.

CONSTABLE REPORT

The constable coordinator presented the constable report. 

FINANCIAL /DELINQUENCY SUMMARY

Dave Ellis, the treasurer, reviewed the financial statement as of September 30, 2007 with the directors. The money in the bank totaled $365,252.64 which includes checking, money market accounts and CD’s and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets..

Delinquencies totaled $6,969.32 as of September 30, 2007.

OLD BUSINESS

Homeowner Directory – Dave Ellis stated that one hundred thirty eight (138) residents have entered their information using the on-line form on the web site. On November 1, 2007 he will insert a special letter to four hundred thirty one (431) residents in the envelope with the invoices. This insert will be for people who had their names in the previous directory but have not notified Board if they want it in the new directory. There will be a time limit given for information received of November 20, 2007. The Board unanimously agreed to obtain advertisers and the color of the next directory will be green.

Tennis Lesson Procedures – Dave Ellis presented the revised tennis courts rules, The Board unanimously approved the rules with the revision of number 16. It will be revised to read “Vandalism should be immediately reported to the Harris County Constable Dispatch at 281-463-6666”. It was also decided that Dave Ellis will review the pool and clubhouse rules and deliver them to the association attorney for filing at the Harris County courthouse.

Landscape Contract - Per the recommendation of Lance Gordon, the Board unanimously agreed to accept the proposal from IMS Landscape with the change that the Acreage mowing will be six (6) times per year at times to be determined by Board, making the total contract $28,759.78.

Sue Dean Smith will contact the Municipal Utility District (MUD) 61 and ask for their assistance in obtaining the proper owner for the land At Mason and Colonial Parkway. 

Lone Star Pool Information – The Board tabled this issue until next month so that Lance Gordon can discuss with the Board.

Tennis Court Improvements -  The Board approved Linda Moore to purchase two(2) more benches for the tennis courts and PCMI was instructed to purchase one trash can and two ball holders from CL Sports and have them installed.

NEW BUSINESS

Constable Services – Linda Moore presented the new rate for the constable patrol, it is a five point four (5.4%) increase over last year. The Board unanimously agreed that the Sergeant should be invited to the November meeting so that services received can be discussed. PCMI was instructed to contact them and ask that they come to the November 20, 2007 meeting at 5:30 p.m.

It was also discussed that people running the stop sign at the school and speeding at the school area should be patrolled by Katy Independent School District Police. PCMI was instructed to contact them and ask them to please be visible before and after the elementary school lets out.

Homeowner Correspondence – The Board reviewed a letter from a resident that asked the Board for permission to trim the trees on her cul-de-sac. The Board can not approve any resident to do work due to insurance issues.

Next Meeting - The next meeting will be held November 20, 2007 at 5:30 p.m.

With no further business to come before the Board the meeting was adjourned at 7:05 p.m.
